In presence of Sheikh Saif bin Zayed, Rabdan signs three MOUs for academic and training cooperation

​In the presence of Lt. General H.H. Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, Rabdan Academy – UAE’s first educational institution for world class academic and vocational services to safety, security, defence and emergency preparedness professionals across all sectors – has signed three Memorandums of Understanding (MOUs) for cooperation in academic and vocational training fields.

The MOUS were signed with the General Headquarters of the UAE Armed Forces, the Ministry of Interior and Tawazun Safety, Security and Disaster Management City (Jaheziya).

They were signed separately at on the margins of the International Exhibition for National Security ‘&’ Resilience (ISNR 2014) currently taking place in Abu Dhabi.

The MOU between the Ministry of Interior and Rabdan was signed by Maj. Gen. Nasser Lakhraibani Al Nuaimi , Secretary General of the Office of the Deputy Prime Minister and Minister of Interior and Saif Mohamed Al Hajeri, Chief Executive Officer of Tawazun.

The MOU between the GHQ of the Armed Forces and Rabdan was signed by Major General Matar Salem Ali Dhaheri, Chief of Administration ‘&’ Manpower at the GHQ of the Armed Forces and Saif Al Hajeri.

The MOU with Jaheziya was signed by Dr. Faisal Obaid Alayyan, Executive Vice President Rabdan Academy., and Jamal Al Shamsi, Managing Director of Jaheziya.

The MOUs provide a foundation for Rabdan Academy’s relations and future cooperation with the public and private sectors in the UAE in the development, and subsequent delivery of tailored academic and training programs in the fields of security, defense, emergency preparedness and crisis management.

“We are pleased to be working hand in hand with three of the UAE’s key agencies for defense, law enforcement, emergency response and disaster management and we look forward to adding an effective depth to our country’s vision for comprehensive and sustainable development, with education being its cornerstone,” said Saif Al Hajeri.

“We embark on our close cooperation with the relevant agencies in the UAE to fulfill our vision for a future-class multi-discplenary learning environment of choice for the continuing development and integration of safety, security, defense and emergency preparedness,” he added.

The cooperation under the MOUs also entail provision of academic support to the training centers of the agencies and working towards obtaining national and international recognition and accreditation for their relevant education programs through the Ministry of Higher Education ‘&’ Scientific Research and the National Qualifications Authority.

Dr Faisal Al Ayyan said that Rabdan Academy will form a joint committee with each of the three agencies to define frameworks for cooperation and activities and to develop an annual plan and an implementation mechanism.

The Ministry of Interior and Rabdan Academy also launched the Comprehensive Police Station Management (CPSM) bachelor’s degree program. The CPSM program covers the topics of leadership, community policing, child protection, human rights, road safety and operational command, Business Continuity management and the four years program will commence in September 2014. The graduates will be granted a bachelor’s degree upon completing study requirements and acquiring the related knowledge and skills.

Designed under the directives of Lt. General H.h. Sheikh Saif bin Zayed al Nahyan, Deputy Prime Minister and Inetrior Minister, to develop knowledge and skills of students specifically to address operational policing issues as per the vision of the UAE’s leadership, the CPSM program was officially initiated by Major General Nasser Lakhreibani Al Nuaimi, Secretary General of the office of HH the Deputy Prime Minister and Minister of Interior. The core subjects of the program include leadership, community policing, crime investigation and crime scenes. Students will also complete a structured workplace Secondment in a Comprehensive Police Station to allow for practical application of new knowledge and skills.

The officers enrolled in this program will join police departments in selected locations across the world in order to build a greater understanding of policing issues and how they are resolved. After graduating from the CPSM Program, students will be able to manage operational policing and will have the potential to be the police managers and leaders of the future.

Major General Nasser Lakhreibani Al Nuaimi said the program was developed in line with the vision of the police leadership and as part of the Ministry of Interior’s stated mission of working towards enhancing quality of life in the UAE and its efforts to keep abreast of the latest in law enforcement and order management.

“We are very pleased to be working with Rabdan Academy on this program, which is the first of its kind in the world. We are confident that the program will add a new depth to the high standards police services offered in the UAE,” he added.

The CPSM program has been developed in partnership with police stakeholders to respond to the evolving nature of policing. The CPSM Program will assist the MoI to achieve the vision and strategic mission for policing and reflects the significant strategic development that is being made into policing in the UAE.

“The rapid growth witnessed in the UAE is normally coupled with challenges in all domains, including policing, which is becoming more complex with global influences. The Rabdan Academy is supporting and contributing in developing policing through the CPSM program,” Said Dr. Faisal Obaid Alayyan, Executive Vice President, Rabdan Academy.

Notably, Policing in the 21st century is becoming more complex with global influences such as human trafficking, cybercrime, terrorism and drugs affecting the lives of those who live, work and visit here. As the UAE rises to the challenges and prepares for the future, Rabdan Academy is playing its part in supporting the Police through the new and innovative CPSM Bachelor degree program.
